Position Summary
RISE Services is seeking an experienced, organized, and hands-on Employment Program Manager (EPM) to lead employment services in Fairfax and surrounding Northern Virginia communities.
The EPM combines direct service delivery with staff supervision, program coordination, documentation oversight, and quality assurance. This is a working manager position for someone who can effectively lead a team while maintaining an active caseload and meeting required billable-service expectations.
Billable-Hours Allocation
This position carries a required billable allocation of:
30 billable service hours per week
Approximately 75% of the employee’s workweek
The remaining time is allocated to supervision, documentation review, staff support, meetings, scheduling, compliance, and other administrative responsibilities
Billable hours may include authorized job development, job coaching, employment planning, situational assessments, workplace support, and other approved employment services.
Consistent achievement of the billable-hours requirement is an essential function of this position.
Primary Responsibilities
Provide person-centered employment services to individuals with disabilities.
Maintain an active caseload and complete at least 30 billable service hours each week.
Supervise and support Employment Specialists and Job Coaches assigned to the Fairfax area.
Assign cases and monitor staff schedules, service delivery, productivity, and caseload capacity.
Ensure clients receive timely and effective job development, job coaching, and follow-along support.
Review progress notes, service documentation, reports, and billing-related records for accuracy and timeliness.
Ensure documentation is completed in accordance with RISE Services policies, funder requirements, and applicable state regulations.
Monitor staff performance and provide coaching, training, corrective feedback, and field support.
Develop and maintain relationships with employers, referral sources, families, support coordinators, and community partners.
Participate in client meetings, staffing meetings, employer meetings, and interdisciplinary planning.
Respond promptly to service concerns, staffing challenges, client needs, and operational issues.
Track referrals, authorizations, service hours, employment outcomes, and program performance.
Assist with staff onboarding, orientation, field training, and competency development.
Support program growth throughout Fairfax and surrounding Northern Virginia communities.
Travel throughout the assigned service area to meet with clients, staff, employers, and community partners.
Perform other duties related to program operations and service delivery.
Minimum Qualifications
Bachelor’s degree in human services, rehabilitation, psychology, social work, education, business, or a related field preferred.
Relevant employment-services or disability-services experience may be considered in place of a degree.
Experience providing supported employment, vocational rehabilitation, job coaching, case management, or related community-based services.
Previous leadership, supervisory, or team-lead experience strongly preferred.
Ability to manage both supervisory responsibilities and a substantial billable caseload.
Strong organizational, documentation, communication, and problem-solving skills.
Ability to work independently and provide effective field-based leadership.
Ability to meet deadlines and maintain accurate, compliant service records.
Proficiency with electronic documentation systems, Microsoft Office, and virtual communication platforms.
Valid driver’s license, reliable transportation, and the ability to travel throughout the assigned service area.
Ability to successfully complete required background checks and other employment screenings.
