As RISE Services expands into Kentucky, we are seeking a motivated leader to help establish and grow services throughout Northeastern Kentucky. This position offers a unique opportunity to join a growing organization at the ground level and play a key role in shaping service delivery and team development within the region.
Growth Opportunity
This position is initially structured as a part-time role during the startup and expansion phase of services in Kentucky. As referrals, authorizations, and staffing increase, the position is expected to transition to full-time status within approximately 90 days, based on business needs and program growth.
Individuals who demonstrate strong leadership, operational excellence, and successful program development may be considered for future advancement opportunities, including senior management and regional leadership positions as RISE Services continues to expand.
Position Summary
The Employment Program Manager (EPM) is a working supervisor responsible for both direct employment service delivery and program oversight. During the initial startup phase, the EPM will focus on developing referral relationships, supporting individuals in achieving employment outcomes, and helping establish RISE Services' presence throughout Northeastern Kentucky.
The EPM maintains a direct service caseload while providing leadership, coaching, and support to Employment Specialists as the program grows. This position requires regular travel throughout the service area and extensive community engagement with employers, referral sources, and stakeholders.
This role is ideal for a self-starter who enjoys building programs, developing community partnerships, and helping individuals achieve meaningful employment outcomes.
Key Responsibilities
Program Development & Regional Growth
Assist with the launch and expansion of supported employment services throughout Northeastern Kentucky
Develop and maintain relationships with referral partners, vocational rehabilitation staff, employers, schools, and community organizations
Identify opportunities to expand services and increase community awareness of RISE Services
Support recruitment, onboarding, and development of Employment Specialists as the region grows
Direct Service Delivery
Maintain a client caseload and provide direct Individual Supported Employment services
Deliver job coaching, job development, employer engagement, and retention services
Support individuals in achieving competitive, integrated employment outcomes
Model best practices in person-centered employment services
Staff Leadership & Support
Provide day-to-day guidance, coaching, and support to Employment Specialists
Assist with staff onboarding, training, and performance development
Ensure service continuity and client coverage within the region
Serve as a resource for problem-solving and service delivery challenges
Documentation & Compliance
Ensure services are delivered in accordance with authorizations, funding requirements, and agency standards
Maintain accurate and timely documentation
Monitor documentation quality and compliance
Support audit readiness and quality assurance activities
Quality & Outcomes
Monitor employment outcomes and service effectiveness
Support continuous quality improvement efforts
Implement strategies to improve placement and retention outcomes
Promote accountability, professionalism, and person-centered practices
Qualifications
Required:
Bachelor's degree in Human Services, Social Work, Counseling, Rehabilitation, Business, or a related field and at least three (3) years of experience in supported employment, vocational rehabilitation, workforce development, or human services
OR
High school diploma/GED and at least seven (7) years of experience in supported employment, vocational rehabilitation, workforce development, or human services
Preferred:
Supervisory, leadership, or mentoring experience
Experience with Kentucky Vocational Rehabilitation or disability employment services
Experience developing employer partnerships and community relationships
Strong organizational and problem-solving skills
Ability to work independently and help build a growing program
Additional Requirements
Valid driver's license and reliable transportation
Ability to travel throughout Northeastern Kentucky
Ability and willingness to transport clients when needed (mileage reimbursement provided)
Strong communication, leadership, and relationship-building skills
